The Department of Homeland Security and U.S. Customs and Border Protection set up a program to prevent abductions. They did so in coordination with the State Department and other federal agencies. When a child is enrolled, it could prevent their departure from the United States. To enroll a child, the parent must have a custody order. The order must prohibit the child’s removal from the United States.
