A U.S. federal government agency may request waivers of the two-year home-country physical presence requirement for exchange visitors subject to the requirement. Each federal agency head must approve an individual to sign letters requesting waivers. Each agency waiver request must have that individual's signature.
An agency must determine it is in the public interest that you remain in the United States. Next, the agency must submit a Request by an Interested U.S. Federal Government Agency. See Step 3 of the Instructions.
