To support the viability of intercountry adoption as an option for permanency for children in Mali, the Office of Children’s Issues and the U.S. Embassy in Bamako sought information from the Malian Central Authority regarding its legal requirements for the authorization of adoption service providers (ASP), pursuant to Article 12 of the Hague Adoption Convention (Convention).
Mali ratified the Convention on August 7, 2001, and it entered into force on September 1, 2006.
Malian law strictly prohibits the involvement of foreign agencies or associations. All adoptions must pass through Ministère de la Promotion de la Femme, de l’Enfant et de la Famille (MPFEF)’s Direction Nationale. In addition, intercountry adoptions are limited to Malian nationals.
