To support the viability of intercountry adoption as an option for permanency for children in Honduras, the Office of Children’s Issues and the U.S. Embassy in Tegucigalpa sought information from the Honduran Central Authority regarding its legal requirements for the authorization of adoption service providers (ASP), pursuant to Article 12 of the Hague Adoption Convention.

Honduras ratified the Convention on March 6, 2019, and it came into force on July 1, 2019.

The Honduran Central Authority requires foreign ASPs to be legally accredited and authorized by DINAF to provide intercountry adoption services in Honduras. To acquire this authorization, an ASP must submit the following to DINAF:

1. Evidence the ASP has five-years’ experience working on intercountry adoptions,
2. Proof of non-profit status,
3. Evidence of staff experience in intercountry adoptions, and
4. Evidence the ASP is authorized in its home country.

The Adoption Oversight Division in the Office of Children’s Issues can provide an accreditation verification letter to satisfy part 4 of the Honduran requirements. ASPs may email ASPadoption@state.gov to request this official communication.
