This message is directed to ASPs with programs and licensing in India. On September 20, 2021, CARA notified foreign central authorities that it has incorporated HAMA adoptions into its intercountry adoption procedures. The Office of Children’s Issues is currently conducting an analysis of this information to confirm if the HAMA procedures published comport with U.S. Convention requirements. At this time, the status of HAMA adoptions as it relates to U.S. Convention procedures remains the same from our earlier notice on this topic. Convention adoptions under the Juvenile Justice Act are not impacted by this development.
